Members of the Press Heads of Department Ladies and Gentlemen The attention of the Ledzokuku‐Krowor Municipal Assembly has been drawn to a recent press release by Krowor Hefamor Kpee and as the Chief Executive of the Assembly, I wish to respond to the issues raised especially those about the unequal development of the Nungua Constituency in order to set the records straight for the information of the general public. 1. (a) RELOCATION OF OFFICES I wish to state that as a newly created Assembly, there was no suitable public building to be used as the Head Office. It therefore became necessary for a private property to be rented. Ladies and Gentlemen, the annual rent of this premises is so colossal that the Assembly found it reasonable and financially prudent to purchase a building which could serve as the Head Office while efforts were being made to build a permanent Office Complex. A search was conducted throughout the Municipality and a suitable building was located at the Teshie‐Nungua Estates. It was therefore not that a building was located within Nungua and rejected. As regard the offices of the Ghana National Fire Service, I wish to state that the construction of the LEKMA Fire Station started in the early 1990’s and was completed in the year 2008. (b) Talking about siting other offices like the Urban Roads, Town and Country Planning and Education at Ledzokuku is as a result of the same reason of non availability of reasonable rental premises. The various departments had to do search for suitable premises for use as office and the Assembly only took responsibility of the rent. (c) Siting of Malaria Hospital at Ledzokuku. This is a National Project and a lot of factors were taken into consideration before the decision was made to site it at its present location. (d) Siting of Assembly Office Complex:‐ I find it difficult to understand this group, how can they think that the Assembly which is the planning Authority of the Municipality will go ahead to carry out the construction of a very important project of this nature without taking the pains to carry out the necessary feasibility studies and putting in place the appropriate structural and technical strategies to ensure a solid edifice. Meanwhile, Ladies and Gentlemen, at what point in time of the life of Ledzokuku‐Krowor Municipal Assembly has this group ever come out to offer land to the Assembly for its infrastructural development and their offer rejected. It is not enough for them to just make ordinary statements like “there is attractive land lying opposite the TEXPO which NADMO has already fenced at Baatsonaa or that the Complex could have been built at the Nungua Barrier opposite Pure Joy.” I wonder if they are really well informed about the processes involved in land acquisition. Let them show the whole world concrete proof that they released land or facilitated the acquisition of land for infrastructural development and this was rejected by the Assembly. 2. COMMISSIONING OF PROJECTS: ‐ The statement that, “whilst all the projects at Ledzokuku which were started since the coming into being of the Assembly such as fencing of all the Cluster of Schools in Ledzokuku and school buildings among others have been completed, commissioned and in use, and those in Krowor have been abandoned” is inaccurate. The fencing of schools which was started by the Assembly is not yet completed. I also wish to state that this current Administration has not started any schools in Ledzokuku which have been completed. All the school projects which are currently on going are those started by this current Administration. Ladies and Gentlemen, let me throw a challenge to the Krowor Hefamor Kpee to come forward and offer suitable land to the Assembly as soon as possible for development projects and see if the Assembly will reject the offer. The reason for the delay in the completion of those projects is because the award process by the previous Management was being studied by the Serious Fraud Office (SFO) and the Regional Co‐ordinating Council (RCC) and until the current Management got clearance from the RCC and the General Assembly there was no way construction of the projects could continue. Some Assembly members who are also members of this group are fully aware of this situation and should have had the courage and honesty to inform their people appropriately. The Assembly has however put in place plans to get all on‐going projects completed by making budgetary allocations in its 2011 budget. 3. SCHOOL FEEDING PROGRAMME: ‐I wish to state that the Assembly is not the approving authority of beneficiary schools of the programme. The Assembly only submits enrolment figures of all schools to the School Feeding Programme Secretariat which then does its own selection. 1. ROADS: ‐ The statement that almost all the road network in Krowor Constituency have been abandoned whilst that of Ledzokuku is going on is not accurate. I wish to state that since the inception of this Assembly, a total of Sixty‐Three (63) road works have been carried out in the Municipality and Twenty‐Six (26) of these projects are within the Nungua area. Currently, two big road projects have been awarded on contract in the Municipality which are to take place in Nungua. These are the Rehabilitation of selected Roads 1. Boundary, Nautical and West Nkpor with a total length of 3.38km at a sum of GH¢2,353,228.84 to be completed in ten calendar months. 2. Resealing of selected roads also be completed in 10 calendar months. Where in lies the lopsided development. 2. COMPOSITION OF THE EXECUTIVE COMMITTEE: ‐ Let me state that the composition of the Executive Committee rest with the General Assembly and not any one official of the Assembly. The composition of the committee is democratically conducted where all Assembly members can be elected as chairpersons of the sub‐committees and it is the chairpersons so elected who constitute the Executive Committee. So if for one reason or the other Assembly members from Nungua were not elected chairpersons then they should better explain themselves. CONCLUSION: ‐ Distinguished Ladies and Gentlemen let me state that I will always see this Municipality as a unified one and not a federal one and as such all our development plans and budgets will always be mindful of this factor. I wish to advise all and sundry in the Municipality to feel free and contact my office for further explanation or clarification of issues they do not understand. Dialogue is the best option of democracy and people who are sincere and do not harbour any ill feelings or out to cause mischief should be able to use the formal Assembly process to state their problems without difficulty.
