Friends from the Media
Ladies and Gentlemen
I have the singular honour to address you this morning on this special orientation programme organized by the Ministry of Local Government and Rural Development in collaboration with the Institute of Local Government Studies to enlight you on the policies and procedure of the Assembly system ranging from roles and responsibilities of Assembly Members, standing orders of the Assembly, resource mobilization at the local level, accountability, and contemporary issues in Local Governance.
You are among the privilege few to be elected by the people and appointed by the President to this able Assembly to see to the development of this Municipality.
Hon. Presiding member, the essence of this orientation programme is to equip Assembly Members with the necessary competencies required for the work of the Assembly.
Today, experience has shown that education and training activities enable Assembly Members (on assumption of office) to manage transition into their new leadership positions successfully.
I believe a lot of lessons would be taught and learnt in the course of the programme which would guide you in the discharge of your duties of serving your people.
Hon. Members, LEKMA as a young Assembly is confronted with a number of challenges ranging from unavailability of office accommodation, even for some of our Departments and Sectional Heads, furniture and Office equipment among others
All these challenges would be a thing of the past if the litigation on the office complex site is resolved to pave way for the construction of a modern office complex for the Assembly at First Junction.
Notwithstanding these challenges, Management has allocated one office to the Presiding Member which would be well furnished to help her discharge her duties.
Hon. Presiding Member, Government has sufficiently demonstrated its over-riding commitment to the empowerment of the MMDAs especially the newly created ones to enhance them catch-up with already existing ones in order to strengthen the decentralization concept in the country.
The essence of this is to ensure effective and fair development across the country, create sustainable employment opportunities and social integration so as to enable you contribute meaningfully towards National Development and Socio-economic growth of our mother Ghana.
Ladies and Gentlemen, the Ledzokuku-Krowor Municipal Assembly greatly appreciates the invaluable contributions of the past Assembly Members who served with the Assembly and I hope the current General Assembly will build on the record set by your predecessors towards the realization of its core objective of raising the living standard of the people within the Municipality.
Let me take this opportunity to entreat Hon. Members to avoid any form of partisan tendencies that would retire the progress of this great Assembly. Let us unite and share ideas to build this great Assembly because “together we stand, divided we fall.”
I would end here by extending my gratitude to the co-ordinators of the Ministry of Local Government & Rural Development and Institute of Local Government Studies for organizing such programme for Hon. Assembly Members and everyone who has contributed to the programme.
Hon. Members I wish to assure you that series of meetings, conferences, seminars and workshops of this kind will also be organized to educate you more on the appropriate tools and strategies to adopt for effective Assembly duties.
On this note, Hon. Presiding Member, Hon. Assembly Members, Resource Persons, Heads of department and all present here, I wish to declare this orientation programme formally opened.
May God guide you in this programme.
