WELCOME STATEMENT BY HON. DANIEL AMARTEY MENSAH, MUNICIPAL CHIEF EXECUTIVE OF LEKMA ON THE OCCASION OF LAUNCHING OF SECURITY FUND BY THE ASSEMBLY ON TUESDAY OCTOBER 25, 2011 AT THE OFFICE PREMISES Mr. Chairman Hon. Regional Minister Hon. Deputy Minister Hon. Members of Parliament Hon. Presiding Member Hon. Assembly Members Heads of Security Agencies Niimei Ke Naamei Distinguished Invited Guests Friends of the Media Ladies and Gentlemen I wish on behalf of Ledzokuku-Krowor Municipal Assembly to welcome all of you and to thank you for honouring our invitation to the official launching of the Municipal Security Fund. Your presence is a demonstration of the importance you attached to issues relating to security and the quest for the minimization, if not elimination of all forms of crimes in the Municipality. Chairman, distinguished ladies and gentleman, though in our part of the world security is disregarded, being free from danger or threat should rather be our paramount concern. This is because, in every society there are people with distorted motivations to commit crime and to curb such criminal activities, appropriate security measures ought to be adopted to ensure the protection of persons, properties or organizations. Criminal attacks could be for varied reasons such as revenge, financial gain, political or religions motives, for thrills or to avoid getting caught. Chairman, Protection against such attacks usually requires anticipation, taking measures to prevent an attack, rapidly responding to an attack and some times making a pre-emptive attack on suspected threats that is, “nipping the problem in the bud’’. Ladies and Gentlemen, the Local Government Act, 1993, Act 462 entrusted District Assemblies with the overall development of the district. In pursuance of this objective, Assemblies are required to generate revenue locally to undertake development projects in the district. In order to harness adequate resources, section 10 (b) of Act 462 encouraged Assemblies to ”promote and support productive activity and social development in the district and remove any obstacles to initiative and development.’’ Hon. Regional Minister, the setting up of the security funds was informed by these provisions in the law (Act 462) among others, and upon a critical analysis of the logistical need of the Security Agencies in the Municipality since a perception of insecurity would not permit business activities to thrive to enable us mobilize adequate resource to pursue our development agenda. I am please to announce that the Assembly put aside a substantial amount of GH¢40.000 from it Common Fund as seed money for the establishment of the security fund. We expect other stakeholders in the society to join us in ensuring sufficient resources to combat the threat of hoodlums, miscreants and other such elements who will not want our people to live in peace and do their business in peace. The Assembly, in addition to this initial fund, intends making an annual contribution of GH¢20.000 into the fund for the next three years from its internally generating fund.

Ladies and Gentleman, the fund seeks to provide the Security Agencies with logistics such as vehicles for patrols, provision of office at the northern part of the Municipality, communication gadgets, fire hydrants, and other equipment with which to confront crime. I believe a successful crime prevention effort will promote a safer community by enhancing the perception of safety and the attitudes and behaviours that help people feel safe. It is however important to note that the Police alone cannot fight crime. Reducing the risk and fear of crime is the task for the police and the community working together. In order therefore to achieve our aim of making the Municipality the safest place in the region, we need the people who live here, work here and visit here to do their part in making life difficult for criminals. This we can do by educating the community on crime prevention techniques and by getting citizens involved in crime prevention activities such as neighbourhood watch committees. Chairman, other activities line up for the day includes the commissioning of a ten (10) wheeler fire tender and the launch of an outreach programme, christened “Better Ghana Agenda at your door steps’’ . The new Fire tender is equipped with a state of the arts equipment which makes its operations flawless. It is a dual purpose appliance with 3000 gallons capacity which is three times the normal capacities of the tenders that we are used to. It has two chambers; one for water and the other for foam compound. This combination is critical for combating all fires involving fuels, oils and other industrial fires. The water outlets are such that two different fires can be fought simultaneously in the same vicinity. Hon. Regional Minister, the Better Ghana Agenda outreach programme is a new initiative by the Assembly which is aim at showcasing the Assembly’s projects within the electoral areas and communities, to the people. It would involve interaction with the electorates in all the twenty-four (24) electoral areas in the Municipality and by so doing, also elicit their views on the performance of the Assembly and their representatives. The launch of this programme will be symbolized with the distribution of the thirty-six (36) motorbikes which were recently commissioned by the Hon. Minister for Local Government and Rural Development, to the Assembly Members.
