MCE’s INAUGRAL SPEECH FOR THE FORMATION OF THE LEKMA COMMUNITY- LED TOTAL SANITATION (CLTS) COMMITTEE
I welcome you all to the inauguration of the Community-Led Total Sanitation (CLTS) Committee in all the Assembly.
Community- Led Total Sanitation (CLTS) is an innovative tool for mobilizing communities to impart sustained behavior change leading to spontaneous and long-term social behavioral advancement, particularly to improve sanitation and eradicate open defecation.
The measure of output of the CLTS Committee is an indicator for scoring critical marks in the Functional Organization Assessment Tool (FOAT), thus the need for members to play respective roles strenuously.
CLTS uses community-led methods such as participatory mapping and analyzing pathways of faeco-oral transmission of diseases as a means of teaching the risks associated with open defecation.
Against the backdrop of the Sustainable Development Goal Six (SDG Goal 6) which mandates Government for that matter the Assemblies to “Ensure Availability and Sustainable Management of Water and Sanitation for all”, the GAMA Sanitation & Water Project offers to construct 1500 households toilets for landlords at half-price.
In this regard, I charge the CLTS Committee to propose innovative ways of creating the necessary demand for the household toilets which will reduce open defecation in the Municipality.
The other component of the GAMA Project seeks to construct institutional toilets and provide WASH facilities in forty (40) selected Basic Schools in Teshie and Nungua to improve the hygiene situation in our schools.
Statistics from the LEKMA Health Directorate indicate that in 2014 over 1,400 cholera cases were recorded in the Municipality which resulted in 16 deaths. The data also revealed that majority of the victims were from low income communities where open defecation was on the rise. In this vein, the Committee must intensify education and sensitization in the coastal and low income areas to prevent any possible outbreak of an epidemic especially in this rainy season. The communities must be taught to observe good hand washing practices and safe disposal of solid and liquid waste.
I wish to also state that, the Ministry of Sanitation and Water Resources is assiduously taking steps to create a National Sanitation Authority to provide policy direction for combating the sanitation menace of the country in holistic manner.
At this juncture, I declare the Community – Led Total Sanitation Committee for the Ledzokuku-Krowor Municipal Assembly duly launched and expect your collective response to this clarion call to take the sanitation standards of the Municipality to a higher level.
