It is indeed a great honour and privilege for me to be invited to the launching of the Municipal Security Fund of the Ledzokuku-Krowor Municipal Assembly. I wish to express my heartfelt gratitude to the Chief Executive, Assembly members and Staff for the kind gesture and the opportunity to perform the launching of the Security Fund. In fact, as the Regional Minister for the Greater Accra Region, I would always partner any community that would ensure peaceful co-existence through the provision of effective and efficient security for our people.

Ladies and Gentlemen, I recall that during the first Regional Security forum held at Tema which discussed some very important Security matters, 1 encouraged all the District Assemblies to establish a Security Fund to support the Security Agencies at the various Districts. Indeed, it is against this background that I am particularly happy that at least this Assembly has heeded this call. I am reliably informed that in addition to the launching, a Fire Tender to ensure safety within the Municipality would be inaugurated.

It is heartwarming to note that, the launching of this Municipal Security fund aims to alleviate some of the Security Challenges that confront the Municipality. It is also very encouraging that the Assembly has set aside GH¢40,OOO.OO as seed money for the fund. I am also informed that plans are underway to procure two Pick-ups by December to augment your fleet of vehicles. It is very commendable that the Ledzokuku-Krowor Municipal Assembly is providing solutions to respond to the needs and to advance the services of its community security organizations.

Mr. Chairman it is significant to observe that the purpose for the fund is to provide vehicles for the security agencies to boost their operations. The Fund would also make available communication equipment and capacity building support for the security agencies. However, you would agree with me that an amount of

GH¢40,OOO.OO (forty thousand Cedis) in ensuring the safety of our people in this municipality is woefully inadequate. I therefore call on corporate bodies churches, commercial transport operators and individuals to contribute either in cash or kind to this fund.

Ladies and Gentlemen, the Assembly has a duty to provide security for the area under its jurisdiction. It does this through the District Security Council (DISEC) which comprises the Army, Police, Navy, Fire Service, NADMO, CEPS among other security agencies within the District. Consequently, the Assembly should be able to draw strategies to contain any security challenges that confront it. This involves a lot of money and therefore funding is always a major problem. In order to allow the security agencies to work effectively and efficiently, it is important for the Assembly to team up with NGOs, Civil Society Organizations, corporate bodies among others to provide the needed funds for to meet the Municipal security challenges.

It also significant to point out that due technological advancement, criminal are changing their mode of operation and therefore, the Police need to change their strategy. The Police presence in our communities must be seen and felt all the time. Indeed, prevention is the most effective action against crime. Unfortunately, crime prevention usually becomes a hot topic in a community after someone is assaulted or robbed. Analyze your community association's authority, legal obligations and security needs now before an adverse situation occurs.

Mr. Chairman, District Assemblies have a responsibility to protect the investments or the community members. A person’s home or unit is typically his or her largest physical investment, thus protecting property value should be a main concern or any association. In addition, perceptions or personal safety influence current residents' decisions regarding relocation and rank high in prospective buyers' relocation choices.

Mr. Chairman, It is my conviction that the Security agencies would embrace the fund and put it to good use. Above all, I entreat the Security Services to take good care of the facilities provided. For it is only when you take good care of what you have been given that more may be added. I would also like to take this opportunity to urge other MMDAs in the Region to emulate this laudable effort by the Ledzokuku-Krowor Municipal Assembly. If any Assembly deserve the support of
co-operate bodies, NGOs, Civil Society Organizations and private individuals in ensuring that people live in peace and feel safe, then it ought to be this Assembly. To this end, I would like to call on corporate bodies and all other stakeholders operating within this Municipality to lend their support to this Assembly by contributing to the Municipal Fund.

Mr. Chairman, at this juncture, I wish to commend and congratulate the Chief Executive, Assembly Members of the Ledzokuku-Krowor Municipal Assembly as well as the entire staff for this bold and laudable initiative. It is my singular honour, pride and privilege to declare the Ledzokuku-Krowor Municipal Assembly Security Fund duly launched.
